Eleven Boston merchants, including Thomas Cushing and John Hancock, write to Massachusetts' colonial agent in London, Dennys De Berdt in January 1770 about measures they are taking to enforce the non-importation agreement. The committee report on meetings and measures taken to counter the actions of those merchants and traders who have not been complying with the boycott.
